There are way to many Mobs wandering around the map especially on the roads where players use to travel from city to city, some of these mobs are very destructive and make it almost impossible for low levels to travel. It be best to enlarge the map and remove mobs that are near the roads to allow players that are low level to travel without having to deal with being killed by a mob. The protectorate, monster, and druid outpost are okay just the random mobs.
