What's wrong with it?

There's a limit so if high level players, try to level low lvl players up, that no XP is given. It's possible that you could be falling afoul of that. This was changed this morning to distribute a small amount of XP to low lvl players instead (the high level player gets the majority of the XP as they do all the 'work')

As soon as you are the same level or higher than any mob, exp becomes nearly impossible to get, in addition to the unreal amount of damage mobs do in return and the amount of time it takes to regen hp. I would have to kill roughly 500-1000 mobs to level up.

yes all the high levels are killing lvl 1 npcs to level up since it takes too long to kill higher level npc and they dont have much pay out.

There's a governor in place that stops that (though someone complained and it was relaxed) - I'll make an amendment to the server so that if high level kills low level, no XP is given tonight

EDIT: Done this in my lunch - if the attacker is greater than 15 levels than the victim, no XP is given, the server is updated.

What seems to me a quick fix would just be to throw in a few higher level mobs and/or tone down the stats of higher level mobs. People above the levels of typical-spawning mobs are essentially unable to progress without painstaking hours of grinding the same monsters over and over.
