That's exactly the main reason why the chat was split from group, to be faction only (apart from local) - there was simply too much abuse hurling and swearing going on, therefore it's now reverted to most other mmo's (different faction's can't see each others chat)

why? i dont understand it... what is the difference between lvl5 and lvl50... both of players can be just "trolls" in game. maybe better is making Global chat and Faction chat only?

It prevents people just registering spam accounts to simply spam the game. You have to attain at least that level before inter-faction chat is available (it will likely be a language-related achievement).

The only other way is to completley disable inter-faction chat, which I suspect is still unpopular
